Luis brings proven capability across the full systems engineering lifecycle, including requirements management, change management, interface management, and verification and validation (V&V) of software and system design. He offers proven experience with IBM Engineering Requirements Management DOORS Next and has led the management of project hazard logs, producing stakeholder reports using SQL and SPARQL query languages.

His safety assurance expertise spans RAMS analysis, functional safety, safety integrity level (SIL) assessment, HAZOP, FMECA, fault tree analysis (FTA) and safety case development — all delivered in line with CENELEC standards (EN 50126, EN 50128, EN 50129), IEC 61508, IEC 61511, and the ONRSR Major Projects Guideline. Luis has developed and submitted integration-level safety cases using a Claims-Arguments-Evidence (CAE) structure, and has led safety coordination across multiple contract packages.

Luis also holds specialist expertise in cybersecurity and software safety assurance, including high-level risk assessments for Industrial Automation and Control Systems (IACS) to IEC 62443. He has supported the development of safety-critical systems across platform screen doors, PLC and SCADA networks, telecommunications, and power infrastructure.

He is currently providing systems engineering and integration support on the Cross River Rail project — one of Australia’s largest transport infrastructure investments — across both the Rail Integration and Systems (RIS) and Tunnels Stations and Development (TSD) packages.
