With over 20 years’ experience across the rail, energy, and defence sectors — spanning both project and product development — Campbell has demonstrated ability in supporting the delivery of safety-critical products, systems, and infrastructure programs.

He is a Chartered Engineer and Fellow of the Institution of Mechanical Engineers (FIMechE), a Chartered Professional Engineer and Member of Engineers Australia (CPEng), a Registered Professional Engineer Queensland (Mechanical and Management), and an iESM Registered Practitioner and Certified Trainer.

Campbell’s technical expertise spans the full range of safety assurance and risk assessment methodologies, including Preliminary Hazard Analysis, Hazard and Operability Study (HAZOP), Fault Tree Analysis, Event Tree Analysis, Safety Integrity Level (SIL) assessment and verification, safety case preparation, and incident investigation. He also has deep expertise in functional safety management systems, product safety, technical regulatory compliance, quality management, and safety due diligence on acquisitions. His rail systems knowledge covers signalling, European Train Control System (ETCS) Level 2, structural, civil, tunnelling, track, and level crossings.

Currently engaged as Systems Engineering and Safety Assurance Lead for the Cross River Rail – Rail, Integration and Systems (RIS) surface works, Campbell is responsible for the delivery of SESA deliverables including safety cases, risk assessments, and verification and validation reports to support end-user acceptance of changes to the railway.

Prior to this, he spent nearly four years as Safety Assurance Lead on Queensland Rail’s Signalling Systems and Assurance project, providing leadership and strategic advice to signalling design teams on safety assurance, EN 50126/50128/50129 compliance, assurance planning, and Independent Safety Assessor (ISA) requirements across various projects including Gold Coast Infill Stations, Mackay Interlocking Renewal, ETCS L2, Regional Level Crossings, and multiple Cross River Rail packages.

Before joining Acmena, Campbell held progressively senior global roles at major product companies supplying the sub-sea oil and gas industry, including Senior Engineering Manager for Safety, Compliance and Quality, where he led global teams of over 30 engineers, introduced functional safety management systems across multiple product lines, and managed product and asset safety incident investigations.

Campbell provides a pragmatic approach to achieving the requirements of safety standards and regulations, providing valuable expertise in leading the development of assurance deliverables across the full project lifecycle.
